A RESOLUTION APPROVING THE FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR THE TRANSPORTATION MASTER PLAN

Summary and Background Information

The First Amendment to the Transportation Master Plan scope of work will add an additional $27,740.00 to the contract and extend the contract through December 1, 2025. The increase in cost comes from the addition of two public open house events. One event was already held in June of 2024 and the next event will be held in March or April of 2025. The original scope only included one open house event. The increase in cost also reflects extensive GID-based analysis of and updates to data forecasts to assess the current and future transportation and mobility needs of Commerce City. When the original scope was drafted, it was assumed that the consultant would be able to utilize existing data from DRCOG. However, it was later determined that land use, household, and employment data did not adequately represent the existing conditions or future growth anticipated within Commerce City’s urban growth area. Therefore, data in 15 transportation analysis zones needed to be extensively refined. Updating the data is paramount for the accuracy of a final Transportation Master Plan. And, the updated data is able to be utilized in the Safety Action Plan project, too. The contract extension is tied directly to extensive time needed by staff and the consultant to update the data, and to add an additional touch point with the public in 2025. The Plan will be presented to Council throughout the year, with a final adoption date occurring before the December 1 contract expiration date.

 

Staff will come before Council during the April 28, 2025 Study Session to provide Council with a progress report on the Transportation Master Plan and to discuss engagement next steps for Council and residents.
