Summary & Background
The Consultant will perform design services to provide the City with final engineering and construction bidding documents for the reconstruction and widening of E. 56th Avenue from Brighton Blvd to Vasquez Blvd.
East 56th Avenue was identified within the City of Commerce City’s Transportation Plan (2010) as a recommended candidate for roadway widening to provide capacity improvements. The purpose of this agreement is to take the preliminary engineering design for the roadway, which was completed under a previous contract, to final design and produce final engineering drawings and documents for construction. E. 56th Avenue is classified as a minor arterial through the proposed area of reconstruction. This Project includes the segment of E. 56th Avenue from Brighton Blvd. east to Vasquez Blvd, it does not include the intersections at each end, and is approximately 0.8 miles in length. Currently, this section of roadway is a two-lane road with seven railroad crossings, no infrastructure to accommodate pedestrian traffic and minimal street lighting. This project will add a center, continuous two-way left turn lane, 5-foot sidewalks for pedestrian traffic, improve drainage, improve stormwater runoff water quality, which drains directly to the Sand Creek, and much needed repair to the roadway and railroad crossings.
A traffic study was completed during the preliminary design phase of the project and it was determined that the current two-lane roadway is adequate to support forecasted traffic volumes. Due to the several driveways on E. 56th Avenue for the different businesses, left turn queuing is an issue for traffic operations. The two-way left turn lane will improve traffic operations associated with turning vehicles. According to the traffic study, a 4-lane section is not warranted and a 4-lane section would require acquisition of additional ROW through the corridor along the petroleum facilities where environmental remediation is most likely needed and require the relocation of multiple utilities which would increase the cost of the project exponentially.
The City advertised this project for request for bids from February 16, 2024 to March 20, 2024. The City received three proposals and a staff committee ranked the proposals. Matrix Design Group, Inc. (Matrix) was the highest ranked respondent.

Funding Source
This project was originally budgeted in 2022 as one of the three projects in the Cinderella Bond Fund. A total budget amount of $6,210,000.00 is included for design and construction currently in the Capital Investment Program (CIP) plan for this project. This design contract will be funded from Account 395-15-750-312 - E. 56th Ave. (Brighton Blvd to US 85) in the CIP Budget. Staff is seeking additional funding from the Congressional Directed Spending (CDS) to complete construction and supplement the current budget since the anticipated costs will likely exceed the existing budget, depending on the final design.
