Summary & Background

The City is in the process of updating the Comprehensive Plan. One of the components of the Comprehensive Plan is the Transportation Master Plan (TMP). The TMP has not been updated since 2010 and much development has occurred since then and more development is planned in the future. Therefore, it is important for the City to update the TMP regularly over time.

 

The TMP provides a vision for the future transportation network in Commerce City. The transportation network is a system of planned and improved vehicular, bicycle, pedestrian and bus facilities that will assure residents, workers, and visitors high-quality mobility and access for all of their travel needs. The plan will help elected and appointed officials, in addition to Staff, to make many decisions about future land use and transportation for the city, including:

 

-                     What improvements are needed to foster and maintain a balanced and sustainable community?

-                     How can the requirements of all modes of travel (vehicles, transit, bicycles, and pedestrians) best be accommodated?

-                     What locations have inadequate capacity, experience congestion, and/or exhibit poor safety records? How can they be addressed?

-                     When and where will transportation improvements be needed to address these conditions?

-                     How much will improvements cost, and what are the benefits so that limited financial resources can best be invested?

-                     Who will be affected and benefited by these investments?

-                     What roadways need to be constructed/widened first?

 

The City advertised a Request for Proposals (RFP) from December 6, 2023 to January 18, 2024. The City received two proposals and a Staff committee ranked the proposals. Felsburg Holt & Ullevig (FHU) was the higher ranked respondent. 

 

The scope of the TMP update includes a robust public outreach component. The TMP will also be a collaborative effort with the other transportation focused studies currently ongoing. The anticipated completion date for the update is April 2025.

Financial Impact:  The estimated total of this contract is $254,775.

 

Funding Source:  The funds were appropriated with the 2024 Capital Investment Program (CIP) budget from accounts 395-15-750-314 ($197,570) and 395-15-750-307 ($57,205).

 

Staff Recommendation:  Approve Resolution 2024-038 authorizing the City Manager to negotiate a contract with Felsburg Holt & Ullevig for the Transportation Master Plan Update.
