Summary and Background Information

Utilizing the CDBG-CV Special Allocation

The $246,587 in CDBG-CV funds from the CARES Act will be utilized to financially aid residents, impacted by COVID-19, with rent and mortgage assistance.  To expedite and help administer the process, the amended 2019 AAP proposes partnering with a non-profit organization specializing in rent and mortgage assistance.  Approximately $200,000 in direct assistance will be provided along with $20,000 in subrecipient administration costs.  The remaining $26,587 will be used for the City’s program administration.

 

Reallocating Unspent AAP Funding

HUD waived the 15% spending cap on public service projects in the 2019 AAP when the public service project will help prevent, prepare for or respond to the COVID-19 pandemic. 

 

The substantial amendment to the AAP allows the City to reallocate unspent funds from the 2016 and 2017 sidewalk and the 2017 PRG Scholarship Program to:

1.                     Expand the 2019 Domestic Violence Victims Support Program (DVV)

2.                     For Paint-a-Thon the funding increase will cover new regulation costs for lead-based paint testing and provide COVID-19 related equipment for volunteers and clients.

 

As Needed Reallocation of 2019 AAP Funding

 

It is also the intent of the 2019 AAP substantial amendment to authorize, on an as needed basis, the reallocation of:

1.                     Up to 100% of the Arapahoe County Weatherization Program’s 2019 AAP funding

2.                     Up to 50% of the Minor Home Repair Program’s 2019 AAP funding

to help prevent, prepare for or respond to the COVID-19 pandemic.  The City Manager’s Office will determine if, when, and how much of the above-listed funding will be diverted.  Should the City determine the funds are not needed, they will remain in the originally allocated programs.  These funds can be spent in 2021.

 

Other amendments

The previously awarded 2019 AAP projects may use some of their funding for COVID-19 related PPE expenses. 

Should the City Council approve the amendments the CDBG Office will submit the necessary information to HUD for approval.
