Title
Additional Council Appointments
Body
Summary and Background Information: City Council designated council members to serve at will on various boards, commissions and council committees consistent with CP#-3 during the Dec. 18, 2017, regular meeting. City Council also eliminated some boards, commissions, and committees from further tracking. The final list was shared with city council and staff Dec. 29, 2017. The City Clerk’s Office also notified outside agencies of these actions, which resulted in inquiries that require further city council action.
Adams County Water Quality Association
The Adams County Water Quality Association (ACWQA) group reviews Clean Water Plan applications, making approvals and recommendations to the State of Colorado. The association is comprised of elected and staff representatives from the South Adams County Water & Sanitation District, City of Brighton, Adams County and Commerce City. In other jurisdictions, the elected official is the member, with staff serving as the alternate.
The meetings are scheduled quarterly, at 3 p.m. the second Thursday of the month. The meetings are only held when there are clean water projects to consider - which hasn’t happened regularly. The association expects to have several meetings in 2018 as Metro Wastewater ramps up their Sand Creek and Second Creek Interceptor Projects. The next meeting is scheduled for 3 p.m., Thursday, April 12 at the South Adams County Water & Sanitation District office.
Staff recommends an appointed member of the Water Commission to serve as the city’s member and alternate, providing consistency among those groups. Community Development staff is prepared to provide meeting support and serve as the alternate if desired.
Sand Creek Regional Greenway
Historically, the City has appointed one city council member to serve on the Sand Creek Regional Greenway Board of Directors. The new executive director reviewed the greenway’s bylaws, notifying the city that it has up to two director appointments as a sponsoring city, one of which shall be an elected official. Councilman Madera currently serves as the city’s board member, but council can appoint another individual to serve in this capacity.
According to the Greenway’s executive director, each sponsoring city has taken a different approach to their second appointments. The City & County of Denver appointed a city staff member while the City of Aurora selected a congressional staffer. As Councilman Madera mentioned, the Board will be discussing changes to future meeting dates to address recurring conflicts. The next meeting is noon Feb. 20, 2018, at the Stapleton Foundation.
Staff recommends city council appoint an additional member to the Greenway Board. The options include:
• A second city council member
• A staff member
• A community member
An updated board, commission, and committee list is attached for reference; these two items are highlighted in Green. Also attached is an information sheet on Greenway Board member roles/responsibilities from the nonprofit.
