RESOLUTION AMENDING THE DIRECTORY OF CITY FEES AND CHARGES

Summary and Background Information:
• Fee Philosophy:
• The City's fee philosophy is that the purpose of fees is to recover City costs incurred when providing a specific service or services to certain individuals who request the service or create the demand for that service. Since the service(s) provided do not directly benefit the general public, public tax dollars should not pay for or subsidize that specific service. This includes the media.
• City staff periodically reviews the costs for providing the various services and the associated adopted fees.
• Upon completion of a service cost analysis, staff recommends to Council amendments to the Fee Directory so the City can recover the cost of providing the service.
• Fees are set by City Council resolution and the Council will adopt a fee that differs from the service cost when they determine that to be in the general public interest. In a limited number of fees the recommended fee amount is based on an analysis of consistency with surrounding municipalities.
• Examples of Council determining that the simple recovery of the direct cost of issuing a license is not in the public's interest are when there are other community impacts such as from sexually oriented businesses or marijuana dispensaries.
• Staff members have analyzed the cost of providing the various services covered in the attached resolution and are recommending the attached fees for your consideration. Please note that the application and license fees for medical marijuana dispensaries covers only the City's costs.
• Interpretation Equipment Rental
City Staff has been renting interpretation equipment out for the community to use. This equipment is expensive to purchase and requires maintenance from staff. Costs for staff involvement have been reviewed and a recommendation to cover supply and some staff costs has been established. Community Enterprises has used the equipment the most and staff has proposed to subsidize costs in a desire to provide better communication throughout the community. A consent rental agreement form has been established to help ensure the recovery of replacement costs for damaged/missing equipment.
The recommended fee is as follows:
Interpretation Equipment Rental, $15.00
• Medical Marijuana
City Council approved Ordinance 1894 calling for the establishment of Medical Marijuana Fees. Costs for processing the applications and issuing the licenses have been estimated.
The fees to recover the City's direct costs are as follows:
Medical Marijuana Application Fee, $640.00
Medical Marijuana License Fee, $100.00
• Right of Way Permit
City staff surveyed surrounding municipalities and recommended updating the right-of-way permit fee from $40.00 to $50.00.

• Parks, Recreation and Golf
Parks and Recreation and Golf staff reviewed the 2012 fees, completed a comparison of surrounding municipalities and are requesting the following changes.
Golf Course Fees - Twilight fees will be removed due to varying times and tournaments. The fees will be collected in accordance with tournament fees.
Golf Club Rentals - Will be removed. Club rentals will be charged at the premium rate as only premium rental items are used.
Parks, Shelters and Fields Rentals - Fees were updated to reflect competitiveness with surrounding municipalities.
Recreation Center
Family pricing is removed as the center is no longer running the program.
Child Care fees are removed as the center has not provided service for last 10 years and requests for it are not enough to require setting up a program. Also, there are no staff members available to fulfill any requests.
