Summary and Background InformationOn June 4, 2012, The City Council directed that this item be placed on the agenda for report and possible action following the public meeting, which was held on Thursday, June 21, 2012.  Members of the City Council also indicated that the residents want stop signs installed, and staff previously had not included stop signs as an option.

Eleven people attended the June 21, 2012 meeting.  General discussion regarding options followed a staff presentation, which included stop signs.  Consensus of the group was that a speed table should be installed at the north side of the intersection of 106th Drive on Belle Creek Boulevard.  Also, a pedestrian crossing should be included with the speed table.  Additionally, there was concurrence that the school flashers should be returned to operation during school hours.

Action is planned as follows:

                     Design and construction of the speed table with the pedestrian crossing to be complete before school starts.  Cost estimate: $6,000.

                     Removal of the simulated pedestrian crossing equipment and signs.

                     Re-timing of the school flashers to school times only.

Five hundred forty seven post cards for the meeting were mailed throughout the Belle Creek neighborhood.  It should be noted that some people who attended the meeting indicated they did not receive a post card.

A letter signed by a number of residents regarding concerns about speeding on Belle Creek Boulevard between the bridge and 107th Avenue was received on January 31, 2012.  This situation did not fit easily within the Traffic Calming Policy in that Belle Creek Boulevard is classified as a minor collector; the posted speed limit is lower than a typical minor collector (25 mph instead of 30 mph); Belle Creek Charter School, Pre-school and Recreation Center front on the west side; and the east side is fronted by single family residences.

A number of options were studied that might address the unique situation.  School flashers were set to operate during daylight hours.  Additionally, special enforcement efforts were applied.  And, a simulated pedestrian crossing with median was installed for test purposes following a meeting with some residents.
