Summary & Background

The purpose of this resolution is to authorize the City Manager to negotiate a Contract with Martin/Martin, Inc. for the Design and Construction Management Services of the Chambers Road Widening Project from East 105th Avenue to East 116th Avenue.   

 

Consultant will perform design services to assist the City in achieving public roadway, median, drainage, landscaping, trail and signal improvements on Chambers Road from E. 105th Avenue to E. 116th Avenue.

 

Chambers Road was identified within the City of Commerce City’s Transportation Plan (2010) as a recommended widened roadway in order to provide capacity improvements.  Chambers Road is classified as a minor arterial throughout the study area.  This project will be from the entrance of King Soopers (E. 105th Avenue) to E. 116th Avenue.  The eastern two lanes of Chambers Road was previously constructed from E. 112th Avenue to the north end of the project and is anticipated to remain. The curb returns on the east side of Chambers Road at E. 112th Avenue and Chambers Road have also been built and are expected to remain in their current location. On the west side of Chambers Road, this project will tie into the existing curb return at the King Soopers entrance (E. 105th Avenue) and to the existing curb, gutter and sidewalk on the west side of Chambers Road, approximately 150 feet north of the E. 116th Avenue intersection.  A bridge over Second Creek and a pedestrian access across Chambers Road at the Golf Course are to be included in the design (See Project Map). A raised median is also proposed to achieve the City’s standard cross-section for a Minor Arterial.  Drainage, landscaping, lighting and public improvements are anticipated.  The roadway project construction is not fully funded at this time.  Phasing of the project will be investigated.

 

The purpose of this agreement is to complete the design of Chambers Road including construction plans.  The typical roadway cross-section for Chambers Road will be planned for four (4) through lanes (two in each direction) with a median, necessary turn lanes with curb, gutter and sidewalks.  A detached sidewalk will be installed on the west side of the roadway.  Right-of-way acquisition will be required to achieve the City’s standard cross-section.  This project will be designed with existing City of Commerce City CIP Funds.  There are no federal or state funds associated with this project at this time.  The City has applied for federal funding through Congressional Directed Spending (CDS). The design will allow for the inclusion of this funding and will meet the necessary requirements if awarded. The City will seek additional grant funding opportunities for the construction of the roadway. The estimated cost to construct the improvements is $31.5M.

Financial Impact

The estimated total of this design contract is $1,477,525.00.

 

Funding Source

This project was originally budgeted in 2022 as one of the three projects in the Cinderella Bond Fund.  Engineering will begin in 2023 and construction will commence as soon as practical.  A total budget amount of $13,340,000 is included for design and construction currently in the CIP Plan for this project. Due to a funding shortfall of the E. 96th Ave. widening project, staff is proposing to use $10M of the Chambers $13.34M funding in order to construct E. 96th Ave. from Chambers Road to Tower Road. The remaining $3.34M will be used for this Chambers Road design and ROW acquisition so the project will be shovel ready in the event the City is successful in acquiring grant funds.

 

This design contract will be funded from Account 395-15-750-317 - Chambers Road Widening in the CIP Budget.  Staff is seeking additional funding from the Congressional Directed Spending (CDS) as well as from other grant opportunities to fund construction and supplement the current budget.
