RESOLUTION AUTHORIZING ADDITIONAL PROFESSIONAL ENGINEERING AND TECHNICAL SUPPORT SERVICES BY MICHAEL BAKER INTERNATIONAL, INC.

Summary and Background InformationAugmentation and time extension for Michael Baker International, Inc. contract to continue traffic engineer services - to include addressing citizen concerns and assisting with the operation of the traffic signal system.  Michael Baker International, Inc. (“Michael Baker”) was awarded a contract as an On-Call General Consultant Engineering firm for the City of Commerce City on July 17, 2017, after the City posted a Request for Proposals (“RFP”) for such services.  Ten engineering firms, including Michael Baker, responded to the RFP.  After evaluating the applicants, Michael Baker, Jacobs Engineering Group, Inc., and Atkins North America, Inc. were selected. Since, their selection, Michael Baker has been providing staff augmentation for the City’s Traffic Program. Public Works is currently advertising for a City Traffic Engineer; but, until that position is filled, outside consulting support is needed to address citizen traffic concerns as well as assist with operating the City’s traffic signal system. The Master Service Agreement (MSA) between the City and Michael Baker is over the $250,000 threshold; thus, requires approval from City Council.  Michael Baker’s MSA expired on June 12, 2019.  We are requesting an additional $75,000 be added to the MSA so that Michael Baker can continue providing traffic engineer services to the City until September 30, 2019.   Michael Baker has done seven Work Orders and one Amendment under their current MSA. The cost and a description of each work order is contained within the attached staff memo.

Financial ImpactThis will add an additional $75,000 to Michael Baker’s MSA. The total MSA amount would be $409,999.88.

Funding SourcePublic Works/Engineering/Contract Services - requested funds may be offset     from Public Works/Engineering/Staff Salary

 

Staff RecommendationStaff recommends that Michael Baker’s MSA be authorized to spend an additional $75,000.00 and that the contract be extended until September 30, 2019.
